科學(xué)始于數(shù)據(jù),讓數(shù)據(jù)造福人類,用數(shù)字更好地傳播真理是我們永恒的追求!
信息作為一種資源自古就存在,信息就是物質(zhì),信息通過電子化數(shù)字化無限增值。1800年,伏特發(fā)明了世界上第一塊電池,1946年,人類發(fā)明第一臺電腦,伴隨電腦、互聯(lián)網(wǎng)時(shí)代到來,信息成為可生產(chǎn)、交換、傳播的商品。從此將人類社會轉(zhuǎn)變成一個(gè)數(shù)字社會,人類成為數(shù)字?jǐn)?shù)據(jù)的創(chuàng)造者、保管者、傳遞者、瀏覽者。晶體管、集成電路、個(gè)人電腦、互聯(lián)網(wǎng)、瀏覽器、搜索引擎、智能手機(jī)、社交網(wǎng)絡(luò)、可穿戴設(shè)備、3D打印比過去基于蔡倫、畢升、古登堡時(shí)代傳統(tǒng)印刷紙面社會更為豐富、多元、有效。不到半個(gè)世紀(jì),人類存儲的數(shù)據(jù)量以數(shù)千倍在增長,數(shù)據(jù)傳輸速度從數(shù)天縮短到數(shù)毫秒,提升達(dá)9個(gè)數(shù)量級,這些數(shù)據(jù)將世界萬物編碼成為布爾代數(shù),整個(gè)現(xiàn)實(shí)世界通過數(shù)字化編碼在互聯(lián)網(wǎng)絡(luò)以光速傳輸、成為全球擁有、共享、傳播的大數(shù)據(jù)海量信息。
據(jù)統(tǒng)計(jì),2013年全球生成300億個(gè)網(wǎng)頁,2014年全球手機(jī)用戶52億,互聯(lián)網(wǎng)用戶28億,占全球人口39%,美國和中國互聯(lián)網(wǎng)人口占全球10%和23%,全球15大互聯(lián)網(wǎng)上市公司美國11家、中國4家公司,總市值2.416萬億美元。
全球大數(shù)據(jù)已對GDP貢獻(xiàn)達(dá)270億美元。Gartner公司預(yù)測,大數(shù)據(jù)技術(shù)在5-10年成為普遍采用的主流技術(shù)。
大數(shù)據(jù)是人類信息社會進(jìn)入新階段的標(biāo)志,對整個(gè)人類經(jīng)濟(jì)轉(zhuǎn)型將發(fā)揮革命性引領(lǐng)、帶動作用。
大數(shù)據(jù)通過量化一切而實(shí)現(xiàn)世界的數(shù)據(jù)化,帶來了全新的大數(shù)據(jù)世界觀。
從工業(yè)文明誕生并走向未來的全球傳播如何適應(yīng)信息文明時(shí)代新要求?這既是全球傳播界面向未來的新機(jī)遇,也是人類急需超越歷史路徑依賴的新課題、更是廣大新聞工作者走進(jìn)未來新藍(lán)海的新使命!
短短三個(gè)世紀(jì),人類橫跨農(nóng)業(yè)文明、工業(yè)文明、信息文明三次浪潮。
信息社會的本質(zhì)是信息成為普遍的商品,經(jīng)過五千年文明史的人類在短短五十年時(shí)間,要跨過信息資源到信息應(yīng)用的鴻溝。
根據(jù)《開放數(shù)據(jù)憲章》,各國優(yōu)先開放高價(jià)值的數(shù)據(jù),包括地理空間、統(tǒng)計(jì)、福利、交通和基礎(chǔ)設(shè)施、科研和司法安全、教育、能源環(huán)境、政府責(zé)任和民主、全球發(fā)展等涉及民生的14類數(shù)據(jù),全球傳播界急需構(gòu)建一個(gè)全球參與、開發(fā)、利用的開放大數(shù)據(jù)生態(tài)傳播系統(tǒng),讓公眾分享大數(shù)據(jù)的價(jià)值,讓大數(shù)據(jù)信息消費(fèi)的紅利為全球共享。
據(jù)統(tǒng)計(jì),2015年全球信息社會指數(shù)為0.5494,正在從工業(yè)社會向信息社會加速轉(zhuǎn)型,專家預(yù)計(jì)人類2018年進(jìn)入信息社會。
中國互聯(lián)網(wǎng)經(jīng)濟(jì)占GDP比重4.4%,已超過美國、法國和德國,達(dá)到全球領(lǐng)先國家水平。要實(shí)現(xiàn)兩個(gè)百年發(fā)展目標(biāo),2021年中國人均信息消費(fèi)將接近1000美元,2049年中國人均信息消費(fèi)將超過3000美元,成為世界最大信息經(jīng)濟(jì)體。
互聯(lián)網(wǎng)+大數(shù)據(jù)正在重塑人與人之間的信息傳播,我們--中國中央人民廣播電臺國家社科基金重大項(xiàng)目《網(wǎng)絡(luò)文化建設(shè)研究—建設(shè)中國特色社會主義文化強(qiáng)國對策建議》課題組聯(lián)合河北大學(xué)新聞傳播學(xué)院、世界媒介素養(yǎng)峰會、美國大數(shù)據(jù)咨詢公司維思 (VESS)、美國太平洋大學(xué)傳播學(xué)系、河北省傳媒與社會發(fā)展研究中心、中國科技新聞學(xué)會網(wǎng)絡(luò)媒體專業(yè)委員會、中國社科院世界傳播研究中心、中國網(wǎng)絡(luò)傳播學(xué)會、中國科技大學(xué)傳播學(xué)系共同提出四點(diǎn)倡議:
一、主動擁抱數(shù)字化新時(shí)代,大力推進(jìn)互聯(lián)網(wǎng)+大數(shù)據(jù)創(chuàng)新驅(qū)動繁榮發(fā)展,提高人類生產(chǎn)力、推動信息經(jīng)濟(jì)增長。
二、以和諧的法律和國際標(biāo)準(zhǔn)提升網(wǎng)絡(luò)安全,開發(fā)網(wǎng)絡(luò)空間穩(wěn)定和數(shù)據(jù)安全隱私保護(hù)標(biāo)準(zhǔn),創(chuàng)造可信、負(fù)責(zé)任、可持續(xù)發(fā)展的傳播環(huán)境。
三、提升面向未來的大數(shù)據(jù)媒介國民素養(yǎng),改變和完善現(xiàn)有教育體系,推動以大數(shù)據(jù)、萬物互聯(lián)、云計(jì)算為創(chuàng)新經(jīng)濟(jì)引擎的研究教育投資,幫助青年學(xué)生滿足全球經(jīng)濟(jì)的需求。
四、發(fā)起建立跨地域、跨行業(yè)、跨國界的全球大數(shù)據(jù)與全球傳播變革創(chuàng)新研究協(xié)作聯(lián)盟,共同致力于促進(jìn)全球自由貿(mào)易,實(shí)現(xiàn)開放、自由、多邊、透明的數(shù)字地球傳播新秩序。

Global Communication Consensus in the Digital Age

The ancient Greek philosopher Pythagoras believed that, "the number is the origin of all things".
Science begins with data, so that data can benefit mankind. Over the years, spreading the truth is our eternal pursuit!
As a resource, information has been materially existed since ancient times, rising in value through electronization and digitization. In 1800, Volta invented the world's first battery. In 1946, the first computer was invented by man. With the arrival of the age of computer and the Internet, information has become commodities that can be produced, exchanged, and transmitted. Since then, human society has transformed into a digital society, where human beings has become the creators, custodian, transmitter and the reader of digital data. Transistors, integrated circuits, personal computers, the Internet, the world wide web, web browser, search engine, smart phones, social networks, wearable devices and the 3D printing are more diverse, effective and richer, compared with the traditional printing society of Cai Lun, Bi Sheng and Gutenberg. In less than half a century, the amount of storage data has grown by thousands of times, and the speed of data transmission increased from several days to a few milliseconds, reaching 9 orders of magnitude. Thus, these data has encoded everything into the Boolean algebra. Therefore, the whole real world has become a large mass of information data for global sharing and dissemination by digitally encoding in the Internet with the speed of light.
Back to the year of 2013, the number of global web pages reached 30 billion according to statistics. In 2014, the number of global mobile phone users reached 5.2 billion. Besides, the Internet users reached 2.8 billion accounting for 39% of the global population. Especially, US and Chinese Internet population accounted for 10% and 23% of the world. In the list of top 15 global public internet companies, the United States and China took over 11 and 4 spots respectively, with a total market capitalization of $2.416 trillion. In addition, China's Internet economy accounts for 4.4% of GDP, which surpassed the United States, France and Germany, reaching the level of the world's leading countries.
Nowadays, big data is a sign of a new stage of human information society. Moreover, Big data will play a leading role of revolution and transformation of human economy.
What’s more, big data achieved datamation by quantifying everything worldwide, bringing a new world view of big data.
How to adapt to the new requirements of the information civilization by the promising global communication coming form industrial civilization? This is not only a new opportunity for the global communication, but also a novel topic of how to transcend the historical path urgently by human beings. For journalists, this is definitely a unique mission of embracing future of the new blue ocean.
Once upon a time, human took only three centuries to stride across three waves of agricultural civilization, industrial civilization and information civilization.
Information society made information into common commodities. It took just 50 years to fill the gap between the resources and application of information for human, even though the history of human civilization has evolved over five thousand years.
According to Open Data Charter, the G8 countries have the responsibility to take the priority to release high-quality open data, including the following 14 categories related to the livelihood of the people: Geospatial, Statistics, Mobility and Welfare, Transport and Infrastructure, Science and Research, Crime and Justice, Education, Energy and Environment, Government Accountability and Democracy, and the Global Development. Furthermore, Open Data Charter announce that, global communication is badly in need of building an open big data system, which is involved in the global communication, development and utilization. So that the value and consumption bonus of big data can be shared by the public worldwide.
Nowadays, the global big data has contributed $27 billion to GDP. Recently, Gartner Inc. predicts that big data technologies will become the mainstream technology in 5-10 years.
According to statistics, the Global Information Society Index (ISI) is 0.5494 in 2015, which accelerates the transition from an industrial society to an information society. Moreover, Some experts predict that mankind will enter the information society in 2018. For China, there are two development goals of hundred years: In 2021, China's Information Consumption Per Capita should be closed to $1000; in 2049, China's Information Consumption Per Capita should exceed $3000. In that case, China will become the world's largest information economy.
Internet + big data is reshaping the dissemination of information between people. We, China National Radio team of the major program of the National Social Science Foundation of China : Research on Construction of Network Culture - The Countermeasures and Suggestions of Building a Cultural Power with Chinese Socialism Characteristics, and the School of Journalism and Communication of Hebei University, World Summit on Media Literacy, VESS LLC, Department of Communication Studies of University of the Pacific, Hebei Media and Social Research Center, New Media Professional Committee of Chinese Society for Science and Technology Journalism, World Communication Research Center of Chinese Academy of Social Sciences, China New Media Communication Association, Department of Communication Studies of China University of Technology jointly put forward four proposals:
Firstly, embrace new digital era imitatively, promote the innovation and development driven by Internet + big data, aiming at improving human productivity and promoting the growth of information economy.
Secondly, advance network security with harmony law and international standards. Meanwhile, develop the standards of cyberspace stability, data security and privacy protection. Eventually, create and shape credible, responsible and sustainable communication environment.
Thirdly, improve the national media literacy of big data and change the existing education system. Consequently, promote the research, education and investment which is driven by big data, internet of things and cloud computing, helping young students to meet the needs of the global economy.
At last, launch the establishment of a cross-regional, cross-industry and global research collaboration alliance which combine with big data and communication innovation, jointly committed to promoting the global free trade, and achieving an open, free, multilateral and transparent digital communication order.
